In August 2025, District 1 Councilman Brandon Noel authorized a $5,000 donation to the Zachary Charity League. While the intent may be charitable, the funding source—the Entergy Franchise Fee—is paid for by utility ratepayers, not the government. Under Article VII, Section 14, public funds cannot be donated to private associations. Why are these “Special Expenses” being bypassed without a vote from the full Metro Council?
